Project Description:

U.S. Oil & Refining Co (USOR), located in the Port of Tacoma tide flats, is Washington State’s only independent and truly domestic petroleum refinery. The company has operated within the community for over half of a century providing reliable low cost supply of a number of products to the South Puget Sound and beyond. Our current product line includes, gasoline, diesel, jet fuel(s), intermediates, residual fuels and asphalt. The refinery is located on 139 acres of privately owned land, including 15 acres with 1,350 feet of waterfront property on the Blair waterway. The waterfront land operates as a marine terminal which provides access to ocean going equipment. Today, four pipelines, varying in size, connect the refinery to the marine terminal. U.S. Oil is embarking on a project to develop and evolve our supply options to make available non fossil fuels for refining and marketing. The US Oil project for Ethanol and Next Generation Fuels will further develop and create a cleaner supply of product, derived from renewable resources, to offset current fossil fuel consumption of diesel and jet fuel while providing an enhanced distribution operation for renewable ethanol. In order to accomplish this project U.S. Oil & Refining will install three 12” diameter product transfer lines from the marine terminal to the refinery property to transfer ethanol, renewable jet fuel, and renewable diesel fuel products. These renewable diesel and jet products can then be blended with traditional (fossil fuel derived) products and marketed to local markets. Additionally U.S. Oil will install two ethanol unloading pumps and associated piping at the refinery rail unloading facility, two ethanol transfer pumps in the tank farm and convert two existing storage tanks to ethanol service. While installing the three 12” diameter product lines U.S. Oil will also take the opportunity to install a 3” diameter recovered oil line from the marine terminal back to the refinery. The 3” line will be utilized to transfer recovered oil from the dock facility back to the existing refinery waste treatment facility. This will eliminate the current practice of loading the material onto a vacuum truck and transporting it to the refinery.
