Personal Information and Choice


The personal information collection and management policies, practices and procedures implemented by the City are governed by law. “Personal information” is information about a natural person that identifies or describes an individual, including, but not limited to, his or her name, social security number, physical description, home address, home telephone number, education, financial matters, and medical or employment history, readily identifiable to that specific individual. A domain name or Internet Protocol address is not considered personal information, however, it is considered "electronically collected personal information.

According to Government Code section 11015.5(d)(1), "electronically collected personal information" means any information that is maintained by an agency that identifies or describes an individual user, including, but not limited to, his or her name, social security number, physical description, home address, home telephone number, education, financial matters, medical or employment history, password, electronic mail address, and information that reveals any network location or identity, but excludes any information manually submitted to a state agency by a user, whether electronically or in written form, and information on or relating to individuals who are users serving in a business capacity, including, but not limited to, business owners, officers, or principals of that business. The City will not disclose, use for any purpose other than as specified at the time it was collected, or make available any personal information collected, except with the written consent of the subject of the information or as otherwise permitted by law or regulation.

Public Disclosure


Federal and State laws exist to ensure that government is open and that the public has a right to access appropriate records and information processed by government agencies. At the same time, there are exceptions to the public’s right to access public records. These exceptions serve various needs including maintaining privacy of individuals. Both State and federal laws provide exceptions. All information collected at this site becomes public record that may be subject to inspection and copying by the public, unless an exemption in law exists. In the event of a conflict between these disclosures and the California Public Records Act, the Information Practices Act of 1977, Government Code section 11015.5, the Federal Privacy Act or other law governing the disclosure of records, the applicable law will control.

If you choose to submit information to the City, any private information will only be used for the purposes for which it was provided, except as prescribed by law.

Communications via Website


Users may choose to provide the City with personal information, via e-mail or messaging systems with a comment or question. The City uses the information provided by users to improve its service and to respond to user requests.

Communications made through e-mail and messaging systems shall in no way be deemed to constitute legal notice to the City or any of its entities, officers, employees, agents, or representatives, with respect to any existing or potential claim or cause of action against the City or any of its officers, employees, agents, or representatives, where notice to the City is required by any federal, City or local laws, rules, or regulations.

Security


The City has taken several steps to safeguard the integrity of its telecommunications and computing infrastructure, including but not limited to authentication, monitoring, auditing, and encryption. Security measures have been integrated into the design, implementation, and day-to-day practices of the entire City operating environment as part of its continuing commitment to risk management. Public Information

The City makes every effort to protect the personal information provided by licensees and applicants. Application and license information may be disclosed, however, as permitted in response to a California Public Records Act request (Government Code section 6250 et seq.), as permitted by the Information Practices Act (Civil Code section 1798 et seq.), to another government agency as required by state or federal law, in response to a court or administrative order, a subpoena, or a search warrant.

Pursuant to the California Public Records Act (Title 1, Division 7, Chapter 3.5, Government Code sections 6250-6277), on request, the City may disclose applicant and licensee information including, but not limited to:

  • Contact information
  • Mailing address
  • Business address
  • Corporate information and structure
  • License number
  • License status
  • Original license issue date
  • Last license renewal date
  • License expiration date
  • Disciplinary action
  • Portions of license renewal applications
  • Portions of license application
  • Designated Neighborhood Liaison and his/her contact information
  • Business Tax Registration Certificate (BTRC) number
  • The following categories of information related to the location of the business premises: Council District, Neighborhood Council, Community Plan Area, Police Department Area, and Area Planning Commission.
